This niche is published with the others because deleting it would be the dishonest choice. The run produced no scoreable result: the questions returned answers dominated by a local pack and a map, and the harness could not resolve a cited set it could score.
The useful reading is not that the market is empty. It is that in markets where a local pack owns the answer, a citation-based measurement has much less to say, because the engines are composing an answer out of a map rather than out of documents. Our own product reports lower confidence here for the same reason.
We re-ran a comparable market, residential HVAC in Phoenix, specifically to test whether a local pack starves the answer everywhere. It does not: HVAC produced a clean bar of 19. So this is a property of some local queries, not of local queries in general.
