The reason to test a geographically bounded agency market was the assumption that narrowing the market narrows the field. It did not. The bar came out at 49, the highest of any service market we measured and higher than legal CRM, and a real Australian agency scored 0 against it.
What the engines cite for "best Meta ads agency in Australia" is not Australian agencies. It is agency directories, marketing publications and roundups, at 100% content share, most of which are not Australian either. Adding a country to the question did not make the answer local.
This is the single most useful finding for anybody selling local services: the engines do not treat a geographic qualifier as a filter on who can be cited. They treat it as a topic.

The second number is the one that matters. When sites under the bar keep appearing in answers, the bar is describing the middle of a distribution rather than guarding a gate, and there is a tail to get into.
Do not assume a local qualifier protects you from national competition. Get into the directories and roundups that rank for the national version of the question.
